The Chinese court has written they cannot give proof of sole custody because of the laws of China (Negativbescheinigung), the father himself and my stepdaughter's school have declared that the father is unable to look after his daughter. Perseverance has been rewarded.

I have deleted this story, because I'm not hoping for a helpful answer here. However, I will post my findings later, for those who really need the information. Thanks for your contributions up till now.
